Objectives:
This study draws on the braod base of sociological evidence on the predictors of academic attainment to develop a model for studying a single continuous K-16 education system - the BOE and CUNY of New York City. The objectives of the study are to identify those sets of predictors that are within and outside of the policy controls of the governing boards of these two, that are necessarily one, massive institution. To achieve this objective we follow a cohort of approximately 29,000 BOE students from the 8th grade through completion of high school and into the CUNY system, using student background characterisitcs, school level characteristics, and student academic performace measures at each steop along the way to determine student success at the next step. We use the findings of our analysis to derive a set of policy implications for creading a more fluid K-16 education system that better serves the needs of students in the city of New York.

Policy Recommendations:
Raise standard English skills: Among the most startling and important findings of this study were the pernicious effects of poor grounding in the English language on every other meansure of shcool performance. For port cities like New York and other cities with large immigrant popualtions, the language problem is a crisis. Hence, English acquisition is a crucial step in improving education at all levels, K-16. ESL and blingual education should be a transition from lacking proficiency to being proficient in English as early as possible and not a "life sentence" to being LEP.
